INDIANAPOLIS – July 10, 2025 — GovRAMP today announced the appointment of Dugan Petty as Secretary and Treasurer of its Board of Directors. A nationally respected voice in public sector procurement and cybersecurity modernization, Petty has served on the GovRAMP Board since its inception—helping lead the organization’s evolution from StateRAMP to GovRAMP and shape its foundational governance model.
Petty’s appointment reinforces GovRAMP’s commitment to strong, mission-driven leadership that understands the intersection of policy, technology, and risk. With more than 40 years of public service—including tenure as Oregon’s Chief Information Officer and State Purchasing Manager—Petty brings unmatched experience and a legacy of advancing collaborative, secure innovation in government.
“Dugan has been a cornerstone of this organization since the very beginning,” said Leah McGrath, Executive Director of GovRAMP. “His insight and leadership have shaped our path from a concept to a national authority, and his continued service in this new role strengthens our foundation as we grow.”
As a founding Steering Committee member and charter Board Director, Petty has guided GovRAMP through key milestones—from nonprofit formation and board governance to national adoption and strategic alignment. In his new role as Secretary and Treasurer, he will oversee Board operations and fiduciary responsibilities while continuing to support the organization’s long-term strategy and stakeholder engagement.

Petty currently serves as a Senior Fellow at the Center for Digital Government and is widely recognized for his contributions to cooperative contracting, procurement transformation, and cybersecurity policy across state and local governments.
